- Executive Management
Ken Wagers, CPA, Senior Vice President, Strategic Initiatives

Ken is responsible for developing and directing Strategic Initiatives for the combined Unclaimed Property Clearinghouse and Wagers units. He joined the Clearinghouse in 2004 when ACS acquired Wagers & Associates, Inc. The founder of Wagers & Associates, Ken has worked with unclaimed property information systems since 1987.
The Wagers unit provides unclaimed property management systems to 40 unclaimed property departments, including the District of Columbia and Puerto Rico. ACS Wagers’ holder reporting software, HRS Pro, is used by thousands of companies annually to report property to unclaimed property departments.
- Ken is an active speaker at National Association of Unclaimed Property Administrators, National Association of State Treasurers, and the Unclaimed Property Holders Liaison Council (now Unclaimed Property Professionals Organization) conventions, and is a member of the NAUPA committee which develops the national unclaimed property electronic reporting standard file format.
Before founding Wagers & Associates, Ken served as Chief Financial Officer for Erbtec Engineering, Inc.
and as Senior Consultant with Deloitte Haskins & Sells.
- Ken holds a bachelor's degree from Albertson College of Idaho, and a Master's degree from the University of Denver. He received his CPA certification in 1986, and is a member of the American Institute of Certified Public Accountants and the Colorado Society of Certified Public Accountants.
Randy Stroede, MBA, Vice President, Client Service
- Randy has over 14 years of systems development and implementation experience in a variety of industries. He joined ACS Wagers in 2003 after serving as the Project Manager for the Illinois UPS2000 implementation, where he worked as a consultant for the Treasurer's office for over two years.
- Randy has a B.S. in Computer Information Systems from DeVry
Institute of Technology, and an M.B.A. from Illinois State University.
- He is responsible for managing the Wagers Client Service team, as well as performing project management and consulting functions.

Nan Burmeister, CPA, Account Manager

Nan has responsibilities for customer relationship management, client service, and project management for both the ACS Unclaimed Property Clearinghouse and the Wagers unit. With eight years experience in support of Wagers’ Unclaimed Property management systems, she develops solutions and provides support for both clients and colleagues. Prior to joining ACS Wagers, Nan supported internal and external users of proprietary financial software products for Deloitte Haskins & Sells.
- After earning a B.S. in Business Control Systems from the University of North Texas, Nan obtained her CPA certificaton in 1992. She is a member of the American Institute of Certified Public Accountants, Colorado Society of Certified Public Accountants, International Institute of Business Analysts and the Project Management Institute.
Melissa Cearlock, Client Relations and Support Representative
- Prior to joining the ACS Wagers / UPCH groups, Melissa worked for the State of Illinois for nine years,
the last six of which were in the Unclaimed Property Division managing all facets of the unclaimed property
process, including reporting and compliance, securities, and claims. She was a member of project teams for
both UPS2000 and imaging system implementations.

Melissa spent 4 years in the United States Navy as administrative support staff,
and has a B.S. in Management/Information Technology Management from Kaplan University.
- She is currently responsible for UPS2000 product support, documentation, and training.
Joshua Horowitz, Client Relations and Support Representative

Josh has over 8 years of unclaimed property experience. He has assisted in system developments and implementations. Prior to joining the ACS Wagers team he was the project manager from the ACS Unclaimed Property State Services department.
- Josh is responsible for system analysis and development, report development, and various aspects of client support on both SQL Server and Oracle platforms.
- Josh attended Emmanuel College, where he graduated Cum Laude with a BSBA.
Denise Ducharme, Client Relations and Support Representative

Denise worked for the Maine State Treasurer's Office from 1989 to 1993 as an unclaimed property auditor, and from
1993 to 2007 as Unclaimed Property Manager. Denise introduced the first state-sponsored indemnity bond program for claimants
in 1994 and directed the system conversion from UPMS to UPS2000 in 2006, as well as the conversion to UPMS in 1998.
Denise served on the NAUPA Executive Committee from 1996 to 1999 and participated on
numerous NAUPA committees, including Reciprocity and Audit Guidelines.
Denise served as NAUPA President in 1998.

Denise has a B.A. in Public Management from the University of Maine and a 2nd B.S. in Information Technology from Thomas College.

Denise is responsible for supporting both UPMS and UPS2000 products.
Mike Alam, Technical Writer and Software Tester

Mike has over fifteen years database programming experience
using Delphi, C/C++, xBase, Prolog, SYBASE, ORACLE. S-Designer.
He has been responsible for completion of all phases of development,
including analysis, design, coding, debugging and end-user documentation.

Mike develops user documentation and conducts testing for UPS2000.
Tanya Samarchuk, Customer Support / Help Desk

Tanya has an Associate of Applied Sciences in Accounting. She has over 11 years of business and customer service experience.

Tanya is responsible for front line customer support for the HRS Pro and UPS2000 product lines.
Ramona Tanniehill-King, Administrative Assistant

Ramona has over 8 years experience as an Administrative Assistant in the marketing, legal and contracts administration fields.
Ramona is currently in pursuit of a bachelor’s degree in Business Management.

Will Thomas, Systems Development Manager

Before joining the ACS Wagers unit, Will designed and developed the TRACKER unclaimed property system for the Freedom Group. He worked closely with the Wagers staff to add electronic formats for states over the years, as well as the conversion of TRACKER electronic reports to the Wagers encryption standard. Will also managed the DataBridge system (investment reporting schedules for insurance companies), and co-developed a premium tax reporting system.
Will was most recently the regulatory development manager for Fiserv Insurance Solutions, where he was in charge of internal developers and audited off-shore contractors.
- He attended the University of Iowa where he has BA and MA degrees in English, and took coursework at the Iowa Writers Workshop. In addition, Will studied programming languages and software development theory at Kirkwood Community College.
- With over 27 years of systems development experience, Will leads a team of 10 IT professionals, and is currently responsible for overseeing product development and quality assurance for the UPMS, UPS2000, and HRS Pro suite of applications.
Michael Frucht, Senior Programmer / Analyst

Michael has extensive experience engineering databases for
the insurance industry, and is a graduate of Georgetown University.
He brings over 12 years of development expertise to our unclaimed
property systems.

Michael is responsible for client-side development and support of UPS2000, and advisor for the UPMS system.
Dennis Fuller, SQL Database Developer
- Dennis graduated from the University of Colorado in 1976. He
created a National Database, integrating classified ads from
the fifty largest newspapers in the country using Sybase on
NT. He developed the first technology for making newspaper classified
ad images searchable in a database.
- Dennis has over thirty years of programming experience, using
C/C++, Delphi, assembler, and COBOL including over twenty years
of RDBMS experience.
- Dennis is responsible for all phases of the database development
for the Client / Server UPS2000 Unclaimed Property Management
System.
Peggy Kuhn, Systems Developer

Prior to joining ACS Wagers, Peggy has worked in PBI Pharmaceutical, Boston Market IS departments, and Coors engineering department.
She has over 25 years of network administration, computer hardware and software development and currently works in Visual FoxPro,
HTML, and other development packages.
She has a BA from Western State University, and a year in Masters of Computer Science at Regis University with an emphasis in security.

Peggy is not only the main systems developer, tester, and contact for support issues for our UPMS product, but is also the primary support and development contact for ACS's MissingMoney.com website.
David Eaton, Programmer / Analyst
- Dave graduated from the University of Northern Colorado in 1971. He has over 16 years of programming experience
using Delphi, Clipper, FoxPro and RPG. Dave has written software for construction, medical and petroleum industry, and has been published in the FoxPro Advisor.
- Dave is part of client-side development team of UPS2000.
Steve Sherwood, Programmer / Analyst
- Before joining the ACS Wagers unit, Steve designed and developed the CCware application for CareCredit.com
He has provided application development for such companies as General Electric, Global Crossing, Hewlett Packard and Mincom.
- Part of client-side development team of UPS2000, Steve has over 25 years of software development using languages such as Pascal, C, C++, Delphi, SQL and .NET.
Frank LeGrand, Database Analyst / Data Conversion Specialist
- Frank has worked as a software engineer in the research, bio-medical, and travel industries in Europe, Australia, and the United States over the past fifteen years.

He has a degree in economics from the Université de Bretagne Occidentale in France, and as a database analyst and developer, Frank now plays a key role in system conversions and technical development and support.
Charlie Allen, Systems Consulting Senior Analyst

Charlie has worked in a variety of IT, computer support and consulting positions for over 20 years, primarily in the meat industry. He has specialized in Crystal Reports development for the past 10 years and is a Business graduate of Western State College of Colorado.

Charlie is responsible for providing report development and support functions to our UPS2000 clients.
Mitra Fathollahi, Quality Assurance Analyst

Mitra brings over six years of software testing experience in all phases of the product life cycle, including writing and executing test cases, defect tracking and reporting, and risk analysis. Her experience encompasses testing and validating back-end database applications, including developing SQL queries to validate data.

She has a B.A. in Psychology from University of California - Los Angeles, and an A.A. in Computer Science.
